The Members’ Representative Congress serves as the top organ of the Association.
The authorities enjoyed by the Members’ Representative Congress are as follows:
(1) to establish and amend the Charter;
(2) to decide on the policies and tasks;
(3) to discuss and approve the work report and financial report;
(4) to elect directors;
(5) to decide termination matters;
(6) to decide other important matters.
The Members’ Representative Congress shall be held only when over two-thirds of the members are present, and the resolution of the Congress shall be adopted only with the support of over a half of the members present.
The term of the Members’ Representative Congress is five years. Owing to special reasons, the re-election shall be brought forward or put off only when the Council or the Standing Council takes a vote and approves it. The longest term for putting off re-election shall be less than one year.
The Members’ Congress or the Members’ Representative Congress shall be held 6 months prior to re-election in order to elect the next Members’ Representative Congress.
The Council set up by the Association serves as the executive body of the Members’ Representative Congress.
The Council is formed through the election conducted by the Members’ Congress or the Members’ Representative Congress.
The Council shall enjoy the following authorities:
(1) to implement the resolution of the Members’ Representative Congress;
(2) to hold sessions of the Members’ Representative Congress;
(3) to do the work arranged by the Association;
(4) to approve the augmentation of directors;
(5) to elect and dismiss the President, Vice President, the Secretary-General, the Deputy Secretary-General and standing directors.
(6) to invite Honorary Presidents, specially invited standing directors and specially invited directors of the Association;
(7) to set up, when needed, the special committee as well as its work institutions, branches of institutions, representative agencies and entities, and to appoint and remove their leaders;
(8) to decide the general work program and supervise its implementation;
(9) to establish the internal administrative system;
(10) to decide to recruit or dismiss members;
(11) to decide on other important matters.
During adjournment, the Standing Council shall fulfill the line of duty as mentioned in Article above.
The Standing Council shall meet with over two-thirds of standing directors present, and the resolution shall not be approved unless more than two-thirds of standing directors agree to it.
During adjournment of the Standing Council, the President shall take charge of the day-to-day work while the Vice President shall assist the President. The Secretary-General serves as the legal person of the Association.
The President shall fulfill the following authorities:
(1) to hold and preside over the Standing Council meetings ( if necessary, the relevant work can be consigned to the Vice President);
(2) to sign relevant important documents on behalf of the Standing Council;
(3) to check the implementation of resolutions adopted by the Council or the Standing Council.
The Secretary-General shall fulfill the following authorities:
(1) to take charge of day-to-day work of the Association and organize implementation of the annual work plan;
(2) to coordinate special committees and their work institutions, branches of institutions, representative agencies and entities in their work;
(3) to nominate and submit for approval by the Standing Council candidates of Deputy Secretary-General and chief leaders in charge of various committees and their work institutions, branches of institutions, representative agencies and entities;
(4) to decide the employment of full-time staff serving in special committees and their work institutions, branches of institutions, representative agencies and entities;
(5) to handle other routine work.
The President, Vice President or the Secretary-General shall meet the following requirements:
(1) to be of great influence and high prestige within the scope of activities of the Association;
(2) to enjoy a good health and be able to complete routine work;
(3) to have no record of criminal punishment depriving of political rights;
(4) to be fully responsible for any civil liabilities;
(5) to hold a term of office of five years and no more than one re-election.
Honorary titles are available, such as the Honorary President, honorary directors, and honorary advisors, etc. with no one holding the title more than twice.
A Secretariat is set up to deal with routine work and take charge of daily work of the Association.
