Till the end of 2010, at least 2,000 reading rooms will be set up in Tibet while all the villages in Tibet will have access to cultural activity office in 2012 as the government has set a goal to improve the grass roots cultural infrastructure construction as well as safeguard the local cultural rights and interests.
